HAL link configuration enum to the CLP string value mapping.

This structure provides a mapping from the ocs_hal_linkcfg_e enum (enum exposed for the OCS_HAL_PORT_SET_LINK_CONFIG port control) to the CLP string that is used in the DMTF_CLP_CMD mailbox command.
